| From: Betts-Gray, Mary Dear Mr Hoyte Following your request for a review of our decision on the outcome of your recent FOI enquiry (attached), the University has now completed its internal appeals procedure. The colleague who made the original decision confirmed his decision. The case was then passed to a senior officer of the university who concluded that the University had made an appropriate response to your original request, on the basis that: 1. You are requesting information which is not held by the University 2. Your request is a very general question intended to stimulate a scientific discussion on measurement techniques. This lies outwith the scope of an FOI request. It contains no context, and even if we were in a position to engage in a scientific dialogue with you it would be impossible to answer your request in the simple way you require. If you are not content with the outcome of the internal review, you have the right to apply to the Information Commissioner for a decision.
